* 6 to 18 months of age
* bilateral, moderate to profound congenital hearing loss
Exclusion Criteria:
* auditory neuropathy
* no known additional disabilities (e.g., cerebral palsy, Down syndrome)
* both parents have a severe to profound hearing loss
